Council and Police Committees have already 
agreed no to issue licenses in any 
residential section in the 1st word. 
I asked Troy what if someone per-
suaded the com. to agree that Fair was not a residential 
section.  He says that he can get Hester to promise 
to notify him before time of any applications 
in 1st ward coming up for a hearing,
