Edouard V. M. Izac was born in 1891 and graduated from the U.S. Naval Academy in 1915. He was a congressional representative from California during World War II when, as a member of the Naval Affairs Committee, he was selected by General Eisenhower as one of twelve representatives and senators to tour the Buchenwald, Dachau and Dora concentration camps in the spring of 1945.

Upon his return, Izac co-authored the senate publication, "Atrocities and Other Conditions in Concentration Camps in Germany." He was residing in Bethesda, Maryland when he was interviewed on May 7, 1981.
